A part of the Dakota City Bloods, Leonard Smalls, Jr. had aspirations for something bigger-- which he would get during their involvement in the Big Bang at Paris Island. After this incident triggered his metagene, Smalls became a powerful pyrokinetic, able to generate incredible levels of heat from his body on top of thermokinesis. Booted from the Blood Syndicate after losing a battle to its leader, Tech-9, Smalls, better known as Holocaust, went on to become a big figure in Dakota's underworld, butting heads with foes like Static, Icon, and the Teen Titans.
