Fan Casting Cosmic King in Return to the DC Universe

A brilliant scientist once on Venus, Dr. Laevar Bolto sought to solve his planet's environmental problems, leading him to make a transmutation ray. Walking in the path of the ray, its abilities passed to Bolto, triggering his metagene. Due to his powers being perceived as evil, Bolto was banished from Venus. Broken and angry, he would take on the moniker of Cosmic King, where he would meet Lightning Lord and Saturn Queen, and being inspired by the supervillains of the past, would form the Legion of Super-Villains. As their leader, Cosmic King is able to transmutate elements into other elements, and can be very deadly with his powers.
