Neil Carlsen was a sergeant and an officer of the Raccoon City Police Department. During the Raccoon City Destruction Incident, he, alongside a number of other officers, was attempting to hold the line within the fortified police station. Chief Irons, now insane and sabotaging the R.P.D. in every possible way, shot Neil in the heart, fatally wounding him. Irons admitted to Neil he was the one who murdered those missing young girls. Neil stared up into the chief's eyes in shock as he died, which Irons found to be "positively exquisite," and laughing hysterically, strongly implying his sadistic nature.
