No one was able to prove Strange was aiding Hush of his own free will and he was able to keep his job as head of Arkham though he is under through surveillance by Batman constantly. After noticing the change in behavior in Roger after he somehow managed to single handedly calm a riot, he concludes that Roger must be the new criminal who attempted to kill Cat Grant. He offers Roger a chance at revenge and a raise if he continues on his endeavors, Strange gives him a costume and Roger is immediately at home with his new moniker of Psycho Pirate.
