Baltock is a serving antagonist in the story, using his political power to manipulate the government's actions for his own gain. He resents and envies President Burton because he has more foolish supporters than him and a stronger hold on the public's trust. But for a long time since he has taken the role as a member of the Senate, what the President doesn't know is that the government would betray him and be under Baltock's control, enabling him to achieve his own perverse agenda.
