With high expectations, human beings from around the world begin to migrate to start a new life in recently built futuristic cities. However, the central government of the United Earth Sphere Alliance gains great military power and soon seizes control of one country after another in the name of "Justice" and "Peace". The year is After Colony 195: Operation Meteor. In a move to counter the Alliance's tyranny, rebel citizens of certain countries that have evacuated to a mysterious base on the Moon, scheme to bring new arsenals to the Earth disguising them as shooting stars. However, the Alliance headquarters quickly catches on to this operation.
