Synopsis

Tommy Oliver, best known from his countless Ranger titles, is now the head of an organization called the Hexagon. In 2003, Hexagon recruits three people as their Rangers. However, not all Rangers are on the side of the government, as there are rebel Rangers, known as the Beetle Rangers.

Description of Vexacus:

Vexacus is a shark-themed bounty hunter who is a rival to and "sworn enemy" of Scorpina. He eventually became a general of the Neo United Alliance of Evil. He wielded a sword and a fan blade in battle, and could summon a giant "land shark" for an attack. Vexacus acts very much like a typical bounty hunter and assassin, in which he is an irredeemable, ruthless, sadistic, arrogant, and cold-hearted being that will destroy anyone in his path. He is also certifiably sociopathic, remorseless, and unsympathetic, and has no such empathy for anyone, not even his own allies. Vexacus can also make monsters based on mystical creatures from his fan.
