Synopsis

One day, as all laid peaceful in the PokePark, many mysterious rings emerged from the sky and swept up the park's residents in their grip! Before he even knew it, Pikachu and his friends found themselves at a mysterious carnival run by Hoopa and their caretaker Blacephalon, who intend to keep Pikachu's friends captive so Hoopa can have friends of their own. After failing to save his friends and barely avoiding being captured by Hoopa, Pikachu meets Eevee—another young Pokemon who had also lost her friends to Hoopa's clutches—and together, the two of them brave Hoopa's nine-ring circus in order to stop Hoopa's tricks and rescue their friends! ‖ Fancast for a hypothetical Pokepark sequel. Description of Phanpy (English Dub):

A Pokemon who Pikachu befriends in the Ring of Stamina, and the Ground-type member of his party. Phanpy's a country boy who doesn't find himself fond at all of the energy and flashiness of the circus, and wants nothing more than to get back home to his family's farm as soon as possible. He's incredibly sturdy, and nothing can sweep him off his feet—and when he gets rolling, nothing can stop him!
