In charge of one of the CIA's dirty little secrets, the Covert Domestic Actions Division (CDAD), Director Whitelock was in charge of confiscating SureFire Development's superweapon when they ambushed his convoy and activated it in the middle of Kittitas Valley. Now that the weapon has cut off the county from the rest of the world, Whitelock has to coordinate what resources he can to get the situation back under control--and right now, all he has to work with is Agent Charlton, one of SureFire's own employees, and a Yakima county gangbanger. What luck.
