A polite but deranged mutant mouse surgeon running a clinic catering towards mutants wishing to appear more human. Once a colleague of Baxter Stockman, Jasper Barlow ran an experiment on mutagen using himself and a lab rat as test subjects. Upon discovering how his natural abilities have been increased tenfold, Jasper grew hateful of humans for not utilizing their full potential and began conducting experiments on them under the guise of cosmetic surgery. After his first encounter with the Turtles where he tried to make Mona Lisa look human again, Jasper joined forces with other enemies of the Turtles to get his revenge and later signed a deal with Null.
