The Joker has escaped from Arkham Asylum and has teamed up with Dr. Jonathan Crane, a deranged former psychiatrist better known as "the Scarecrow". Together, the two villains plan to make use of Scarecrow's fear-inducing toxin to engulf Gotham City in terror. Aiding them are the Joker's new sidekick, Punchline, and a pair of mutated criminals, whom Dr. Crane has offered to cure in return for their help.
