He was a Vice-Admiral of the Royal Navy, as well as a close friend of Arthur. Penwood is seen as the butt of the joke by Sir Reginald Hawthorne and Sir Arthur Cross because of his clumsy and incapable nature. He was often thought to be incapable of his job and a coward for his frequent fits of panic. Nevertheless, while thought to be a fool, thick, and incompetent, Penwood is a honor and prideful man; described by Hawthorne as a "man among men."
