He is a Vice-Admiral of the Royal Navy, as well as a good acquaintance of Eleanor Cross and a close friend of her late father, Arthur Cross. He is a timid man and lacks talent, but is trusted by those who know him well. Also coming from an incredibly rich background, his family supplies the Cross Organisation with expensive armory and vehicles should they ask for such an outrageous request. He was often thought to be incapable of his job and a coward for his frequent fits of panic. Nevertheless, while thought to be a fool, thick, and incompetent, Penwood was a honorable and prideful man; described by Irons as a "man among men."
