In the climactic battle, the Joes disable the weapon and defeat Cobra, but several key Cobra leaders escape, leaving the threat looming for the future. The movie ends with Cobra’s plan foiled but the lingering danger of their return, as the Joes brace for future battles in a world still recovering from the chaos.
