Bowser is a protagonist in the Mad Luigi Fan Cast, he used to be evil but is now trying to find redemption, he makes a living by saving kidnapped women from slavers and delivers them to shelters full of survivors, and when Luigi hears about it, he convinces Bowser to join him on the hunt.
