Ellen is an agent of the organization known as The Veill, an organization that will be hunting Carter throughout the story to take away his powers. The Veill is a secret organization that erases various superheroes in this universe when they are no longer needed. Carter obtained his powers thanks to a hero who was erased but managed to escape from his prison, and had an altercation with Ellen and her team. Ellen is a loyal follower of the organization, believing that she is doing the right thing by hunting these heroes, since they are portrayed as threats without knowing the truth of the situation.
