Sick being treated like harmless losers, Cluemaster and Killer Moth form a network with the other C - D list villains of Gotham City. They then formulate plan to break out of confinement on Halloween so they can enact their plan, that being to pull off the crime of the century and humiliate Batman on New Year's Eve.
