It's revealed that an insurgent faction within the Kingsman agency, led by Agent Gawain, is behind it. The rogue faction has revived old, top-secret plans to use these new soldiers to carry out a series of high-profile assassinations of world leaders, destabilizing global governments and ushering in a new world order under their control.
