A member of the Mutant Pokemon Investigation Squad. Bill is a prodigy in the world of Pokemon research and an old friend of Leaf's. He invented the Pokemon Storage System that trainers use to store Pokemon not in their active party, and because of that, he's got eyes all across the region! As a result, he was one of the first to get tipped in to the mutant Pokemon epidemic, and serves as the Squad's mission control.
