The group was formed at the request of President Franklin Delano Roosevelt, who sought to help allies in Europe without involving the American people. Roosevelt had promised Americans to involve the United States only if there was an attack by Axis forces, as in Pearl Harbor, a year later. The group, formed by Mr. Destiny, Green Lantern, Flash, Man-Hour, Sandman, Black Hawk, Atom, The Specter, and Earth 2 versions of Superman and Batman, frustrated by Hitler's attacks on England, as well as a bombing for the White House.
