After a year of the new JLA being formed Bruce Wayne has decided to expand the team ranks. Along with moving two of his least favorite members Blue Beetle and Booster Gold. He leaves Martian Manhunter in charge but realizes the team needs funding, he can’t find it because of his secret identity, neither can Ted Kord as well as Oliver Queen. So Batman asked Maxwell Lord of ARGUS to fund the team and look after it as well.
