Lex Luthor is sick of these superheroes popping up. He’s worried about the state of America. He teams up with Orin, Captain Cold, and Thrax to hunt down the Superheroes. He even seeked out approval with the President, by making them to seem like the hero. When the president originally declines Lex’s proposal, Batman responds with a team up of his own, while still mistrusting them all, trying to stop Lex from hurting anyone.
