Francis Watkins is the mayor of Amity Beach, the father of Joni Watkins, and the younger brother of the first victim in the 1975 attacks, Chrissie Watkins. When he finds out from Sheriff Sean Brody that Joni is with Annie, he helps them look for the girls.
