Cole and his friend Zeke meet Agent Lucy Kuo, who informs them that Dr. Sebastian Wolfe, the man who created the Ray Sphere that gave Cole his electrical powers, has developed a more potent version that could give him the strength to stop the Beast, a powerful entity foretold to destroy the world. After being forced to face the Beast earlier than expected and losing Empire City, they depart for New Marais in order to find Wolfe's lab.
