Description of Jules Elmer [Victor of the 7th Hunger Games] [District 7]:

Jules was a pleasant young man, reaped age 16; he grew up in what had once been known as the south west region of Canada. In the arena he was responsible for the deaths of the District 6 boy and the girls from Districts 2 and 8. He later mentored 2 victors in Vera O'Rourke and Eamon Sullivan and joined the rebellion, to which he was devout; as of 75 ADD he is still alive age 84, the oldest living victor.
