There is a juvenile detention centre where naughty youth go...
But has Howie Cowell really done anything so terrible? His father shot and killed his sister, Scarlett, as he tried to murder Howie, but she intercepted... Howie was tragically blamed for Scarlett's death, as a neighbour heard the gunshots. He just wishes another pair of eyes knew that too.
