He is the brother of Philip. Brian takes his brother's name after Philip dies, and even adapts his personality through an out of body experience, and never revealed his real name to anyone in Woodbury. He is best known there as the Governor, a cruel, merciless sadist, ready to do whatever he needs for the sake of his goals. After meeting Rick Grimes and later learning about the location of the Prison, he wants to take over this place. Ultimately, this led to his downfall without realizing how low he fell to the very bottom because of his revenge against the survivors of the Prison. Victory was his, but after he ordered Lilly to shoot the Grimes family, this led to the death of Lori and newborn child Judith. He eventually met his death and fall at the hands of Lilly Caul.
