Not all threats come from Hell. Take Zadkiel for instance. The Angel of Justice was the original defeater of the mad demon Zarathos, the blood of the demon and Zadkiel coalesced to form the amulet of power, which the organization the Blood broke up among thousands of families. Members of these families would eventually become Spirits of Vengeance, reeking havoc on the wicked. But Zadkiel believes that allowing such power to exist among mankind is a sign that his master was too attached to his creation. Zadkiel believes that justice requires a dispassionate hand, something that not everyone has. Or maybe he's just mad that he's not special anymore.
