Daiki Kyogoku (京極 大毅, Kyōgoku Daiki) is the chief of ZAIA Enterprise Japan's Research and Development department who used a Raidriser and Progrisekey from his company to transform into the Scouting Panda Raider (スカウティングパンダレイダー, Sukautingu Panda Reidā).
