In vaguely colonial times, a scarecrow is brought to life by a witch, and becomes naive but curious about the world around him. One day, he witnesses a young woman named Polly who lives in the nearby town and becomes smitten with her. Out of concern for what would happen if the people saw a scarecrow walking around, she gives the scarecrow, named Feathertop, a magic spell that allows him to retain his human form, so long as his hat remains on his head at all times and the feather in his hat. Feathertop goes into town to find that Polly is trying to help and make ends meet as the town is undergoing a number of issues with its leadership under the leadership of the conniving and self-centered Governor Grendel. Feathertop works to help Polly, earn her love, and hopes to become real, while he runs afoul of Grendel's evil plans.
