Hailing from a long line of civil servants, ranging from butchers, plumbers, firemen, garbage men, and of course mail carriers, "Willie" Lumpkin has been delivering mail to the Baxter Building since it was only 35 stories tall. Since the building's acquisition by the government and the Storm family for use by the Future Foundation, Willie has served as a friendly face for the employees and kids living there, often delivering mail and gifts from far-away loved ones with a cheery disposition. A trusted member of the staff, he was in fact the one that recommended his own son, a marine, for the position of the Foundation's chief of security.
