When the American government realizes that John Walker has not achieved the expected results, they decide to create several super soldiers, who would serve as protectors and law enforcement officers on the streets of the largest and most chaotic cities in the USA. However, only one new super soldier experiment works, so scientists decide to clone it. To prevent something from going wrong, a mind control chip is implanted in all clones. After a while, the super soldiers get out of control of the government and are controlled by Zemo, who, after discovering that Hydra tried to kill him, joins Bucky. Finally, the Hydra-controlled super soldier clones are all defeated.
