The US Government decides that a new Captain America is needed, but that he must be totally submissive to the government orders. So they choose John Walker, one of the best fighters in the american army, and that knows how to behave publicly before the media. John ends up in conflict with Sam Wilson and Bucky, but at the end of the series he joins them against the "new super soldiers".
