General Blue works for the Red Ribbon Army. Blue is an abusive leader that is very persistent about completing his tasks. He is also shown to be an extreme perfectionist, even going as far as having a man executed for picking his nose. Blue has telekinetic powers that he uses when fighting his enemies; for example, staring into his eyes will turn you frozen. He has very effeminate mannerisms, implying he is a gay man, though he denies this. Blue is eventually killed by Mercenary Tao during a fight.
