Meanwhile, the police chief's birthday is celebrated with a new fish, Flippy, who accidentally consumes telepathic "Brain Dots" and becomes a villainous, telekinetic force. Dog Man must also contend with the paper Petey and his own canine instincts to save the city from these threats
