In the first season, Cross continues his fight for justice as a surgeon while former crime boss Bruno Mannheim is elected mayor of New York City, putting the pair on a collision course. After Mannheim consolidates power, declares martial law, and begins targeting vigilantes, the second season sees him hunting Doctor Mid-Nite. Cross goes underground and gathers allies to resist Mannheim's corruption and his Anti-Vigilante Task Force (AVTF).
