Commander Jacob Dugan is the leader of the "Tomcatters" squadron (RCA Navy Fighter Squadron 31, VF-31). He hails from Emporium, Casas, and is a graduate of the RCA Naval Academy at Acropolis, Queensland (B.S. Chemistry). He was a classmate of Max "Volts" Hughes, the commander of sister squadron "Black Lions" (VF-213). An accomplished F-14 pilot, he is a graduate of the Joint Forces Fighter Weapons School (TOPSLING) as well as the Navy Test Pilot School and flew as a Slot Pilot with the "Blue Guardians" stunt team. Off-duty, he is an avid chess and board games player and fancies himself as an expert, having been a Casas State Champion representing and captaining the Emporium HS Chess Team.
