The destruction caused by the Hulk has shocked the entire world anc caused division in the superhero community. Henry Peter Gyrich and General Ross are pushing for a Superhero Registration Act, which they believe could have prevented this and many incidents in the past. Iron Man, feeling guilty over his actions and decisions, tries to get as many heroes as possible to agree to this. Many don't agree however, with Captain Marvel pushing back against it hard, and finding many allies in her decision. The tensions rise higher and cause a great rift.
