Refusing to give up on his friend, Steve reaches through years of conditioning and reminds Bucky of the man he used to be. For a single moment, Bucky breaks free, turning his weapon on Zemo before disappearing into the shadows, determined to uncover the truth of his own stolen past. Choosing mercy over vengeance, Steve saves the dying Zemo despite everything he has done, proving that Captain America still believes redemption is worth fighting for.
