Synopsis

With the threat of HYDRA diminishing and the success of the Avengers initiative, Steve Rogers is finally getting used to the modern world. Yet, the modern world has its faults, and he now must stop an unknown threat from gaining access to a worldwide surveillance operation, with a face from his past on his trail.

Description of The Man Behind It All:

Cap's pursuit of HYDRA was a waste of time, as the real perpetrator was the head of SHIELD himself. He found the Winter Soldier from deep within Soviet laboratories, and he has been using him to keep Project Insight a secret. After Cap & Co. blew his operation wide open, Fury gave one last order and had Bucky shoot him into New York Bay, leaving his status a mystery to everyone.
