Billy is a somewhat clumsy boy, the most positive and optimistic of the group, despite being teased a lot for seeming like a nerd. He's sometimes a bit overprotected because he has many allergies that make him sneeze ice shards, but that's where his power comes from. Throughout the story, Richie will teach him how to defend himself and control his icy breath and how to fire it at will.
