The Preacher is the cousin of Sheriff Barnes, just like his cousin, he's also a bad man. Preaching that the arrival of the Martians is the wrath of god himself, come to take all the non believers away to their doom. However the Preacher is in the wrong, showcased by him getting Zapped by a Tripod quite quickly.
