Dugan was remarried and moved to Blue Valley. When his impetuous stepdaughter, Courtney Whitmore, stole Star-Spangled Kid's converter belt, Dugan was compelled to resume his superhero duties. (this was mainly to protect Courtney, who became the new Star-Spangled Kid.) Dugan built a battle suit and assumed the identity of S.T.R.I.P.E. (Special Tactics Robotic Integrated Power Enhancer), forming the American flag-themed duo ― Stars and S.T.R.I.P.E..
