Balder is the CEO of the Ithavoll Group and the father of Cereza/Bayonetta. He was (supposedly) responsible for starting the Witch Hunts and his true identity is only revealed near the end of the game when he explains his plot to reunite the Eyes of the World in order to resurrect Jubileus, the Creator.
