A psychopathic , unpredictable, violent and incredibly dangerous criminal in a clown makeup. No backstory as such is revealed. He's the one who came close to beating the Batman by bringing him closer to breaking his no kill rule. He did break him emotionally by murdering Jason Todd nearly 4 years ago and nearly plunged Gotham into ultimate chaos. He escaped Arkham Asylum a few months ago prior to the events of this story.
