Synopsis

Gotham City is in chaos. Harvey Dent, Gotham's district attorney, is waging a personal war against Carmine Falcone, half of Gotham's police force is corrupt, drug and gun trafficking has never been higher, and the mysterious Anarchy gang is wreaking havoc wherever they go. It's up to billionaire Bruce Wayne, in his early years as the masked vigilante Batman, to fight to end the chaos before Gotham collapses.

Description of Don Carmine Falcone (The Roman):

The biggest mobster in Gotham, leader of the Falcone crime family, father of Selina and arch enemy of Harvey Dent. He hired Garfield Lynns to kill Harvey and his wife Gilda, which led to Harvey's accident. He is a cold and dangerous man, who is involved in various crimes such as drug and weapons trafficking, extortion, murder, armed robbery, etc. It is Penguin's rival in arms trafficking
