Bruce Wayne faces a conspiracy when mayoral candidate Thomas Elliot Sr, is assassinated by Deathstroke. An anonymous source warns Bruce that Slade Wilson was hired. Investigating, Bruce discovers the source is someone inside Shadowspire, though their identity remains unknown. With the GCPD investigating and Elliot's son Tommy, Bruce's estranged childhood friend, returning to Gotham, Batman follows Deathstroke's trail to Shadowspire, an international criminal network built around advanced technology and manipulation. Hamilton Hill becomes mayor, unaware that people around him have been positioned to influence his decisions. Meanwhile, Bruce's treatment of Jason Todd drives a wedge between him and Dick Grayson, who left Bruce two years earlier but returns after Jason is badly injured by Deathstroke. Barbara Gordon tries to hold the family together. A chase involving a Shadowspire aircraft leads to a brutal fight between Batman and Deathstroke. Later, Bruce and Dick separately infiltrate a decoy compound, only to discover they've been lured into a trap. Forced to escape together, they uncover evidence of a mysterious Shadowspire device. Bruce, Barbara and Jason infiltrate Shadowspire's true headquarters while Dick secretly follows. Bruce defeats Deathstroke and obtains the device, but Shadowspire activates a self-destruct protocol aboard their blimp, forcing Batman to save everyone—including Slade. Bruce later assaults Shadowspire's real compound, downloads its data and gives it to the GCPD. Gordon arrests Shadowspire's front man, Tobias Whale. But the victory comes at a cost. Dick accuses Bruce of abusing Jason and becoming a threat to himself. Barbara tries to explain her loyalty to Bruce, but Dick tells her there is nothing between them if she supports him. Jason begs Dick to stay. Dick embraces him, promising he's not abandoning him—he's leaving Bruce. Then Dick walks away from Gotham, for good.
