Rupert Thorne is a corrupt city councilman in Gotham and one of its top criminals, occasionally allying with Carmine Falcone and Salvatore Maroni for his own gain. He aspires to run for city mayor so he can obtain ultimate power and rule Gotham unopposed, but is eliminated during his campaign, leaving Clayton Troy and Gary Hoover as the final two mayoral candidates. He aims to terminate Batman, Lieutenant Gordon and Harvey Dent, who are interfering in his daily criminal operations.
