Gary Hoover is a Gotham politician who is one of the final two candidates for the mayoral election, with only he and former soldier Clayton Troy left in contention. Unlike Troy, who fought for his country in the military, Hoover had a privileged life in a rich family before delving into politics. He has links to mobsters and shady individuals, making him less popular with the public than Troy. He is completely opposed to Batman, seeing him as an anarchist operating outside the law and threatening the stability of Gotham, another difference from Troy. Hoover wants to use his potential position as mayor to outlaw Batman's activity. Like his opponent, he faces serious danger from Victor Zsasz.
