Synopsis

After the events of Batman: Wish caused the death of Joker and Robin as well as the imprisonment of Penguin and Riddler. Falcone has control over the city once again. At the end of the last movie we heard the laugh of the joker as Hugo Strange,( Giancarlo Esposito ), was operating on an anonymous corpse, The Joker Test (Gary Busey). City of Strange starts out with Hugo Strange talking to a line of reincarnated Jokers and killing off the faulty ones, The real jokers corpse isn't available as it was shot to pieces by the GCPD. It is now rotting in his bed as Harley Quinn Stole it to keep him.
